According to the Elevator Maintenance Rules, elevator maintenance companies belong to maintenance units and are not related to production units.

【1】 According to Article 2 of the Special Equipment Safety Law of the People's Republic of China

Article 2 The production (including design, manufacturing, installation, renovation, repair), operation, use, inspection, testing, and supervision and management of special equipment safety shall be governed by this Law.


Maintenance is not included in production, but elevator repair work includes both repair and maintenance operations.

【2】 Order No. 73 of the State Administration for Market Regulation on the Supervision and Management of Quality and Safety Main Responsibilities for Special Equipment Production Units

Article 1 In order to supervise the design, manufacturing, installation, renovation, and repair units of special equipment production units, including boilers, pressure vessels, gas cylinders, pressure pipelines, elevators, lifting machinery, passenger ropeways, large amusement facilities, and specialized motor vehicles in the factory (hereinafter referred to as production units), implement the main responsibility for quality and safety, strengthen the quality and safety responsibility of the main responsible persons of production units for special equipment, and standardize the behavior of quality and safety management personnel, this regulation is formulated in accordance with laws and regulations such as the Special Equipment Safety Law of the People's Republic of China and the Special Equipment Safety Supervision Regulations.


【3】 According to the Announcement of the State Administration for Market Regulation on Administrative Licensing of Special Equipment (No. 3 of 2019), the qualification of elevator maintenance units previously referred to as the "Special Equipment Installation, Transformation and Maintenance License of the People's Republic of China" has now been changed to the "Special Equipment Production Qualification of the People's Republic of China"
So, elevator maintenance units belong to elevator production units.
